Chief Operations and Capital Projects Officer Position Summary:
The Chief Operations Officer (COO) provides executive leadership, strategic direction, and operational oversight for many of the District’s non-instructional service areas, including facilities maintenance and planning, capital bond implementation, transportation, supply chain management, and student nutrition. The COO ensures effective coordination and sustainability of districtwide systems, practices, and operational policies to support safe, efficient, and student-ready learning environments. As a senior leader, the COO drives cross-functional integration and operational excellence that directly supports OKCPS’ priorities.
Essential Duties:

  • Great Teaching & Learning (Instructional Infrastructure):
    • Develops, implements, monitors and oversees programs that facilitate student transportation, nutrition, and safe facilities.
    • Oversee operational infrastructure that ensures safe, equitable, and conducive learning environments across all OKCPS schools.
    • Implement responsive systems for facility readiness, classroom technology deployment, and student transportation logistics.
    • Support bond-funded capital improvements that enhance instructional environments.
    • Lead implementation of energy management and sustainability efforts that directly impact instructional spaces.
  • Great People (Talent Management):
    • Coordinates the activities of individual functional areas into a unified program to meet total support requirements, and identifies and administers operations center resources needed to support district needs.
    • Build a high-performing Operations Division through equitable recruitment, professional development, and succession planning.
    • Provide coaching and strategic leadership to direct reports across Maintenance, Transportation, Nutrition Services, and Capital Projects.
    • Collaborate with Talent Management to align hiring, onboarding, and evaluation practices for all operations teams.
    • Model and maintain a culture of accountability, respect, and professional excellence across all support teams.
  • Great Culture (Systems Leaders):
    • Serve as a member of Cabinet and strategic advisor to the Superintendent on operational implications of system-wide initiatives.
    • Create systems for transparency, service excellence, and responsive customer service to schools, staff, and families.
    • Ensure operations teams are data-driven and student-centered in all decision-making.
    • Reinforce the culture of shared leadership and continuous improvement through training, feedback, and systems review.
  • Great Systems (Support & Accountability):
    • Oversee the design and monitoring of aligned processes for budgeting, forecasting, procurement, and asset management across all operations divisions—including maintenance, transportation, child nutrition, and supply chain. Ensure all assigned budgets are prepared and administered in compliance with local, state, and federal laws, with regular cost analyses to support long-range planning and district priorities.
    • Ensure compliance with all applicable laws and district policies by coordinating inspections, monitoring service quality, and upholding safety protocols across facilities, transportation, food services, and capital programs. This includes oversight of customer service systems, interface with vendors and agencies, and implementation of districtwide in-service training for operations teams.
    • Lead the development and execution of long-term operational plans, including preventive maintenance schedules, housekeeping standards, grounds and facilities inspections, and facility modernization projects. Supervise all activities related to cleanliness, renovations, and facility energy management programs.
    • Drive the timely and fiscally responsible implementation of the $955M Bond 2022 program by managing bond-funded construction and capital improvements with clear progress reporting and public accountability. This includes coordination of staff, consultants, and resources to meet timelines and financial targets.
    • Supervise inventory management systems to define and enforce strategies for efficient stock levels, material life cycle control, warehouse operations, and distribution. Eliminate waste and ensure availability of necessary resources across the district.
    • Analyze logistics and operational performance metrics to identify cost-effective, student-centered innovations. This includes scheduling methodologies that maximize service delivery while minimizing disruptions and costs, as well as exploring innovative solutions for complex logistics issues in coordination with senior leadership.

Minimum Qualifications (Knowledge, Skills and/or Abilities):
  • Bachelor’s degree in Business Administration, Public Administration, Engineering, Education Leadership, or a related field.
  • Minimum of 10 years’ experience in operational leadership, with at least 5 years in a supervisory role in a large public or private organization.
  • Demonstrated success in leading cross-functional teams and managing multimillion-dollar budgets and capital programs.
  • Strong knowledge of regulatory compliance, school operations, procurement, construction, and transportation logistics.
  • Proven ability to build positive internal culture and develop leadership capacity across teams.
  • Excellent communication, problem-solving, and strategic planning skills.
Preferred Qualifications (Knowledge, Skills and/or Abilities):
  • Master’s degree or MBA in relevant field.
  • Experience in K–12 public education or urban school districts.
  • Fluency in performance management systems and ERP tools (e.g., Munis, SAP).
  • Knowledge of Oklahoma bond law and federal school nutrition or transportation regulations.
  • Bilingual or bicultural experience.
*Relevant experience may be substituted for formal education at a 2:1 ratio. Therefore for every 1 year of college lacking, 2 years of directly relevant experience may be substituted.
Physical/MentalRequirements:
  • Adequate manual dexterity and vision to complete administrative tasks using a computer.
  • Ability to interact professionally via phone, in person, and in high-stakes situations.
  • Occasional lifting (up to 25 lbs), walking building sites, and standing for extended periods.
  • May work under tight deadlines and outside traditional hours to meet project and operational demands.
Work Environment:
  • Hybrid environment including district offices, schools, and project sites throughout the Oklahoma City metro area.
  • May include extended hours, weekend responsibilities, and emergency response.
  • Requires presence at Board meetings, community engagement events, and site inspections.
  • Office duties will be performed in a well-lit, climate-controlled setting.
